eyePAC is the American Society of Cataract and Refractive Surgery’s voluntary, non-partisan Political Action Committee. It helps ASCRS members participate in the election process by contributing to key members of the House of Representatives and the Senate who show strong support for the physician community, especially the concerns of ophthalmic surgeons and their patients.
Committed to the wise and efficient use of its contributor’s dollars, eyePAC coordinates major contributions to key congressional campaigns with the appropriate grassroots Eye Contact members in the district/state.
Your contribution will help to convey ophthalmology’s perspectives to members of Congress on the following issues:
- In order to assure continued Medicare beneficiary access to high quality care, Medicare’s Sustainable Growth Rate (SGR) formula needs to be repealed and replaced with a stable mechanism for updating Medicare fees. As a result of previous short term fixes, and the continuation of this flawed formula, physicians are facing a 22% reduction in Medicare reimbursements effective January 1, 2010.

Congress must avoid a short-term band-aid solution this year and establish a new baseline for physician reimbursement.

Until a new permanent payment system is put into place, Congress should replace the SGR with a system of separate service category growth rates (SCGR).
- Ensure any additional payments made to primary care physicians, to fund the medical home or for any other reason should not be budget neutral in the physician payment pool.
- Participation in the Physician Quality Reporting Initiative (PQRI) needs to continue to be voluntary with positive incentives for participation.
We consider these our top priorities for 2009.
